Postal Service Disruptions

Postal service may continue to be impacted by a backlog following a labour disruption at Canada Post.

Government of Saskatchewan ministries, Crown corporations and organizations are implementing contingency plans to minimize the impacts of postal service disruptions.

The easiest way for clients and suppliers to ensure payments are not disrupted is to switch to direct deposit.

The list below outlines measures that government organizations are taking to ensure continued service to residents and businesses during postal disruptions. Despite these measures, processing times may be impacted during this period. We apologize in advance for any inconvenience this may cause.

3. Crop Insurance Payments and Information

The Saskatchewan Crop Insurance Corporation (SCIC) is prepared to get important material to producers as the labour dispute at Canada Post will restrict mail service. SCIC will work with customers to determine alternate options for accessing information typically delivered through Canada Post, such as faxing, emailing or delivering to a customer service office for pickup.

Producers also have the option of using direct deposit for receiving program payments. Producers are encouraged to sign-up for direct deposit by accessing the direct payment form and submitting it to SCIC.

Producers who need to send information to SCIC and are concerned about missing deadlines because of the service disruption at Canada Post are encouraged to use AgConnect and/or CropConnect, fax, email or drop off their material at any of the 21 customer service offices across the province.

SCIC is committed to providing timely, reliable and local service and is monitoring the situation closely. If producers have questions about SCIC’s plan to manage mail delivery, they can call 1-888-935-0000 or 1‑866‑270‑8450.

6. Filing and Paying Taxes

Businesses are still required to file and pay taxes in the event of a postal dispute. The due date for returns filed and paid electronically (through Saskatchewan eTax Services or online business services like Telpay or CanAct offered through financial institutions) is the last day of the month following the end of the reporting period. Electronic payment can be made online using SETS (Electronic Funds Transfer) through your personal or business online banking services, or through wire transfer.

The due date for non-electronic filing (e.g. paper filing) of returns and payments is the 20th of the month following the end of the reporting period. For example, the October 2024 return due date for a business filing monthly is:

  • Electronic filing and payment – October 2024 return is due November 30, 2024.
  • Non-electronic filing or payment – October 2024 return is due November 20, 2024.

If the return due date falls on a weekend or statutory holiday, then payment and remittance is due on the next business day.

Tax returns and payments must be received in the Ministry of Finance office by the due date. Returns and payments may be couriered to the Ministry of Finance, at your own expense, to the following address: 4th Floor, 2350 Albert Street in Regina, SK, S4P 4A6. Penalties and interest charges are applied to late and outstanding returns and tax payments. A tax return must be completed for each reporting period, even if there is no tax owing.

15. Social Services Payments

Most Ministry of Social Services clients receive payments by direct deposit and will continue to receive payments as usual in their bank account. We encourage clients to consider choosing direct deposit to receive benefit payments.

Canada Post has resumed service with a significant backlog of mail, and it will take several weeks to return to normal operations and delivery standards. To ensure there is no delay for clients and caregivers who usually receive benefits by mail, the ministry is continuing with in-person pick-up of benefit cheques at local service centres across the province at this time.
