Yorkton Rental Housing Project Complete with Assistance from Governments of Canada and Saskatchewan

Released on February 23, 2016

The Government of Canada and the Province of Saskatchewan, along with the City of Yorkton and Yorkton Housing Corporation (YHC), today announced the completion of 11 new affordable rental units for individuals with complex needs in Yorkton.  Eleven individuals will enjoy a safe, quality home that is affordable and near support services. The project, undertaken by YHC, was made possible by a joint investment from the Governments of Canada and Saskatchewan.

Public Safety and Emergency Preparedness Minister Ralph Goodale, on behalf of Families, Children and Social Development Minister and Minister Responsible for Canada Mortgage and Housing Corporation (CMHC) Jean-Yves Duclos, along with Rural and Remote Health Minister and Yorkton MLA Greg Ottenbreit, on behalf of Social Services Minister and Minister Responsible for Saskatchewan Housing Corporation Donna Harpauer, and Yorkton Mayor Bob Maloney, made the announcement today.

“I want to congratulate everyone involved in Fromm Manor along with the funding partners – CMHC and the Province of Saskatchewan – that have been so visionary and supportive in getting this development underway,” said Goodale.  “In the coming weeks and months, we look forward to working with Canadians, housing stakeholders and our partners in provinces, territories and municipalities as we restore a constructive role for the federal government in supporting affordable housing.”

“This project is possible because of continued partnerships between governments, and the for-profit and not-for-profit sectors,” Ottenbreit said.  “Our government continues to make housing projects like this a priority because we know that safe, quality housing for families and individuals across the province will keep Saskatchewan strong, now and in the years ahead.”

“The Yorkton Housing Corporation provides adequate, suitable and affordable housing for low income adults in our community, and this will add 11 badly-needed, new and affordable rental units for individuals with complex needs,” Maloney said.  “This project is the first of its kind in Yorkton, and we are grateful for the partnership with both the federal and provincial levels of governments in funding this project.”

Quick facts:
  • Located at 34 Tupper Avenue, this project consists of 11 new bachelor-style units for rent to low-income single adults who are unable to find or maintain secure housing without community support services.
  • The units are built near the downtown area to enable access to needed support services such as the laundromat, drug stores, medical treatment, grocery stores, and agencies that provide support.  Each unit is 325 square feet (30.2 square metres).
  • Total capital cost was $1.5 million.  The Federal and Provincial Governments, through CMHC and Saskatchewan Housing Corporation (SHC), are jointly contributing approximately $1.1 million under the Canada-Saskatchewan Investment in Affordable Housing (2011-2014) Agreement.
  • The YHC contributed the funding balance of $478,529.
• The YHC was formed in 1959 to provide adequate, suitable and affordable housing to best meet the needs of the residents of Yorkton.   YHC currently has a portfolio of 143 residential units.
• The name Fromm Manor is in honour of the late Brian Fromm who was born and raised in Yorkton.  Brian was extremely involved in the community and took great pride in calling Yorkton his home.  Many will remember Brian from his time with GX94 radio, his career with the Ministry of Social Services, his term as Mayor from 1985 to 1988, and his service on City Council from 1989 until his untimely death in 2002 at the age of 46.
