New Affordable Rental Housing Officially Opens in Yorkton

The Governments of Canada and Saskatchewan, along with P.R. Investments, today celebrated the official opening of Allanbrooke Apartments.  The new complex will provide 22 new affordable rental units for moderate-income individuals in Yorkton.

Garry Breitkreuz, Member of Parliament for Yorkton-Melville, on behalf of Candice Bergen, Minister of State (Social Development), along with Rural and Remote Health Minister and Member of the Legislative Assembly for Yorkton Greg Ottenbreit on behalf of Social Services Minister and Minister responsible for Saskatchewan Housing Corporation Donna Harpauer, made the funding announcement today.

“I’m thrilled that the Government of Canada is working together with the province and other organizations to address the pressing need for more affordable housing in this community,” said Breitkreuz.  “This funding provides a helping hand to families who need it most.”

“Today’s official opening of Allanbrooke apartments is part of a much larger project that works as a major complement to our housing units presently in operation,” Ottenbreit said.  “Our government continues to make housing projects like this a priority, because we know that making life more affordable for families and individuals across the province is what will keep Saskatchewan strong.”

“We are so very pleased, and thankful for the federal, provincial and municipal governments’ support of this project,” P.R. Investments Owner Wade Probe said.  “It is most definitely a project that is exciting to the eye and will help our company continue to excel at developing homes for those in need in Yorkton.”

Annually, the Government of Canada, through Canada Mortgage and Housing Corporation (CMHC), will invest approximately $2 billion in housing.  These investments improve the quality of life for low-income Canadians and households living in existing social housing, including individuals who are homeless or at risk of homelessness, seniors, persons with disabilities, recent immigrants and Aboriginal people.

Economic Action Plan 2013 continues this commitment with a federal investment of more than $1.25 billion over five years to renew the Investment in Affordable Housing to 2019.  The Government of Canada will ensure that funds provided to provinces and territories support the use of apprentices, which will support training of skilled labour.

In October 2012, the Government of Saskatchewan released the Saskatchewan Plan for Growth: Vision 2020 and Beyond, which sets out the government’s vision for a province of 1.2 million people by 2020.  The plan identifies principles, goals and actions to ensure Saskatchewan is capturing the opportunities and meeting the challenges of a growing province.

Since 2007, the Government of Saskatchewan has invested more than $580 million to develop and repair more than 12,500 homes around the province.

Quick facts:
  • The building contains a total of 29 units, of which 22 units are being rented under the Capital Rent Subsidy (CRS) program.  The 22 subsidized two-bedroom units are 725 square feet (67.36 square metres).  The other two buildings at the same location are not under CRS.
  • The federal and provincial governments, through CMHC and Saskatchewan Housing Corporation (SHC), are jointly contributing $880,000 under the Canada-Saskatchewan Investment in Affordable Housing (2011-2014) Agreement.
  • P.R. Investments Inc. contributed the funding balance.
  • The City of Yorkton will provide tax abatements to the developer annually for five years (which took effect in 2015).
  • The occupancy permit was granted on September 30, 2014, and all units subsidized through the Capital Rent Subsidy (CRS) are occupied.
  • The property faces a major street, which offers easy accessibility to Yorkton’s downtown.  The building also features an elevator and ground floor suites for added accessibility.
