Province of Saskatchewan Orders Municipal Inspection Regarding Wascana Village Development

Ron Barclay, Q.C.,( retired queens bench judge), at the request of the Minister of Government Relations, has agreed to undertake an inspection pursuant to Section 396 of The Municipalities Act.

Barclay will inspect the following matters associated with the management, administration and operation of the RM of Sherwood:
  • The full history, background, process, facts and circumstances which led to the approval by the Council of the amendments to the official community plan and zoning bylaws and subsequent concept plan(s) for the proposed Wascana Village development;
  • The appropriateness of the directions, actions or inactions of any employee or agent of the municipality or member of council for the municipality relating to the proposed Wascana Village development; and
  • Whether the mechanisms in place in the municipality for the identification, disclosure and addressing of pecuniary interests in matters brought before council are appropriate and effective.
The terms of the Minister’s Order enable the inspector to engage the services of legal counsel and any other professionals or experts which the inspector may consider necessary to assist him.  Maurice Laprairie, Q.C., has agreed to act as legal counsel for the inspector.

“Effective and efficient municipal government is always a provincial interest,” Government Relations Minister Jim Reiter said.  “For those RMs that border our largest cities, the provincial interest in ensuring municipal actions do not limit growth or compromise private or public investment is even more significant.  Municipal councils have a tough job to do.  By ordering this inspection, the province is performing its due diligence to identify any potential problems and to assist the RM to resolve them.”

Barclay’s report will be provided to the ministry and the Council of the RM of Sherwood.
