MINISTER WYANT APPOINTS RETIRED JUSTICES TO FCAA HEARING PANEL

Released on June 12, 2013

Minister responsible for the Financial and Consumer Affairs Authority of Saskatchewan (FCAA) Gordon Wyant, recently appointed retired justices Eugene Scheibel and Larry Kyle of Regina to serve as panelists at FCAA hearings.

“Having experienced, retired judges on the panel is an innovative way to help expedite the hearing process, and lend a further level of impartiality to the hearings as a whole,” Wyant said.

Previously, FCAA’s hearing panels were made up of members of the authority.

Before serving the Court of Queen’s Bench for 32 years, Eugene Scheibel was senior partner at the Bayda, Halvorson, Scheibel and Thompson law firm.  He is also a member of the Canadian Institute for the Administration of Justice, which is a voluntary, non-profit organization committed to improving the quality of justice for Canadians.

Similarly, Larry Kyle served the Court of Queen’s Bench for 19 years and was senior partner at the Balfour Law Firm.  He was a governor of the Canadian Tax Foundation from 1980-83, the president of the Saskatchewan section of the Canadian Bar Association from 1982-83 and is active in community affairs.

The FCAA initiates hearings when a company or an individual is suspected of violating securities laws or acting contrary to the public interest.  The hearing panel can impose sanctions such as financial penalties and bans on trading and other activities in the capital markets.
