The Saskatchewan Government is improving choice, clarity and competition in Saskatchewan's construction industry by passing Bill 80, an Act to Amend The Construction Industry Labour Relations Act, 1992.
"Bill 80 is an important advancement for Saskatchewan's construction workers, construction industry, economy and taxpayers," Advanced Education, Employment and Labour Minister Rob Norris said. "These amendments hold the promise of creating a more inclusive construction industry across the province."
The newly amended legislation eliminates the government mandated monopoly that forced unionized construction workers to belong to a government-designated union for their trade or craft.
"Governments shouldn't choose unions," Norris said. "Workers should choose the unions they want to represent them."
The amendments also give employers, who are organized by trade division, the right to choose which employer organization they will belong to. Bill 80 will ensure the province's construction industry remains robust and strongly positioned for future growth by enabling more investors, companies and unions to operate in the industry.
"More companies mean more competitive bidding on projects, thereby saving taxpayer dollars and building greater capacity in the industry," Norris said.
Bill 80 also provides clarity to the issue of abandonment, as well as ensuring that Saskatchewan's construction industry labour relations framework is aligned with the Canadian constitution.
"By passing Bill 80, we have ensured that Saskatchewan's construction industry will have the balanced labour relations framework it needs to succeed and grow," Norris said.
