INDIAN CHILD AND FAMILY SERVICES AGREEMENT SIGNED

Released on March 22, 1996

Social Services Minister Lorne Calvert and Tribal Chief Joe Quewezance
of the Saskatoon Tribal Council today announced they have signed an
agreement which will assist in securing resources for the delivery of
child and family services to Saskatoon Tribal Council members.

"I am very happy to be able to play a role in such an historic event.
It is important that as a government we work in partnership with First
Nations people to help facilitate First Nations responsibility for
their children and families," Calvert said.

Quewezance said: "First Nations governments have been cautious in their
approach to the Indian Child and Family Services initiative. Indian
people never surrendered the authority to an outside government to look
after our children or families. That is our inherent right. The
Canadian constitution assures our rights to self-government; this
includes the right and corresponding obligations to children and
families. What First Nations have lacked are the resources to fulfil
that responsibility. The signing will take us one step closer to
rectifying that situation."

STC Family Services Inc., a federally incorporated non-profit
organization, will provide complete child and family services to
Saskatoon Tribal Council member First Nations. STC is comprised of
Kinistin, Mistawasis, Muskeg Lake, Muskoday, One Arrow, Yellow Quill
and Whitecap Dakota/Sioux First Nations.

The agreement will bring the number of Indian Child and Family Services
Agreements signed between the province and Saskatchewan First Nations
to 11. The others are: Touchwood, Battlefords, Meadow Lake, La Ronge,
Qu'Appelle, Onion Lake, Kanaweyimik, Peter Ballantyne, Yorkton and File
Hills.
