Communities Developing a Municipal Housing Plan

The Encouraging Community Housing Options (ECHO) program offers grant funding for municipalities and regional partners to develop a housing plan to better understand the housing need in their communities.

The program is currently under review and is not accepting applications at this time.

1. Benefits

A provincial grant of up to $20,000 may be provided to municipalities and regional partnerships to match eligible municipal expenses.

2. Eligibility

Central or Southern Saskatchewan

Municipalities or regional partnerships must:

  • have populations over 2,500;
  • have an Official Community Plan or be in the process of developing one; in the case of a regional partnership, the lead municipality must take on this responsibility; and
  • contribute an amount at least equal to the funding request.

The housing plan must be either completed by or reviewed (with recommendations) by a professional community planner or another professional approved by Saskatchewan Housing Corporation.

This program only applies to off-reserve housing.

Funding is allocated on a first-come, first-served basis.

Funds must be used within six months of signing the agreement.

Northern Administration District

Eligibility and funding levels:

  • Municipalities must have a total population fewer than 2,500 to be eligible for up to $5,000 in funding; or
  • Regional plans involving partnerships of three or more municipalities must have a total population greater than 750 to be eligible for up to $20,000 in funding.

The municipality must:

  • have an Official Community Plan or be in the process of developing one; in the case of a regional partnership, the lead municipality must take on this responsibility; and
  • contribute an amount at least equal to the funding request.

The municipality is encouraged to complete a template that collects demographic information.

The housing plan must be either completed by or reviewed (with recommendations) by a professional community planner or another professional approved by Saskatchewan Housing Corporation.

Limited funding is available.

Funding is allocated on a first-come, first-served basis.

Funds must be used within six months of signing the agreement.

3. How to apply

  1. Confirm that your municipality or regional partnership is eligible.
  2. Download the Encouraging Community Housing Options Application Form
  3. Complete the application form, including:
  • confirmation letters or agreements, if applying as regional partnerships;
  • investments from the municipality; and
  • a budget summary of estimated total expenses.
