Hydraulic Fracturing
Find out Saskatchewan’s requirements for hydraulic fracturing planning, operations and reporting requirements.
1. Guidance
Hydraulic fracture rules and requirements are set out in Directive PNG048: Hydraulic Fracturing. Wells that conduct a hydraulic fracture operation are required to conduct a risk assessment on all hydraulic fracture treatments to reduce the risk of these operations.
Risk assessments are to be completed using methodology that aligns with Industry Recommended Practice 24: Fracture Stimulation – Interwellbore Communication.
2. Reporting Requirements
The Government of Saskatchewan requires a fracture report be submitted within 30 days of a well completion being fractured. The report must include:
- Fracture Report Form
- Fracture details
- A completed A-2 Form: Notification of Flowback Fluid and Frac Sand Disposal
- Fracture Planning Report
- Well Control Program
For more information see:
- Directive PNG048: Hydraulic Fracturing for details on fracture planning and well control program requirements.
- Directive PNG013: Well Data Submission Requirements for details on reporting requirements for fracture operations.
- Guideline GL 2000-01: Saskatchewan Hydraulic Fracturing Fluids and Propping Agents Containment and Disposal Guideline for instructions for completing the A-2 Form.
3. Further Information
Communication Event Reporting
Communication events as described in Directive PNG048 are to be reported directly in IRIS. This is to be done when submitting the fracture treatment information in IRIS. Companies are not required to submit an incident or notify the Field Office if a communication event occurs unless the communication results in a reportable release as per Directive PNG014.
Control Program Agreements
Any disputes between companies while coming to an agreement for a well control program can be sent to the Ministry of Energy and Resources for review. If the offset well is deemed an orphan well, the ministry will also review and approve of well control programs. To submit a request for control program review, send all information to the ER Service Desk at 1-855-219-9373 or ER.servicedesk@gov.sk.ca, Attn: Well Development.
