Bidding on Permit Blocks

How to Participate in the Public Offering

To participate in the Public Offering, the bidder requires the following:

  1. Business Associate Identification Number (BAID): If the bidder does not have a BAID, a BAID can be obtained by applying online on the Petrinex website.
  2. Debit Code: If the bidder does not have a Debit Code, a Debit Code can be obtained by contacting the ER service desk or call 1-855-219-9373. Apply at least two weeks prior to the public offering.
  3. Completed Preauthorized Debit (PAD) Application: To apply for Pre-Authorized Debit (PAD), download an application from the Publications Centre, complete and e-mail to ercollections@gov.sk.ca. Should you require assistance, please email the ER service desk or call 1-855-219-9373. Please complete and submit at least 2 weeks prior to the public offering.

Bid Information

Saskatchewan Ministry of Energy and Resources will receive sealed bids for subsurface mineral Crown dispositions up to and at no time after 4:00 p.m. CST on the day of the offering, at:

Submitted sealed bids may not be considered if they do not conform to BID TYPE I (Standard Bid). The ministry reserves the right to reject any or all received bids.

Each sealed bid for a permit block must be enclosed in a separate envelope with a clearly marked mailing label on the outside as follows:

  • Mailing Address (see above)
  • Title ("Subsurface Mineral Crown Dispositions")
  • Public Notice Number
  • Public Offering Date
  • Permit Block Number

After the bidding period expires, the minister shall issue a permit to the person or company who:

  1. Submits the highest bid;
  2. Pays the rental for the first year of the permit as set out in subsection 10(1) of the Regulations;
  3. Pays all applicable taxes relating to rentals and bids; and
  4. Meets all other requirements of The Crown Minerals Act and the Regulations.

Please ensure that a representative is available the day after the Public Offering closing date. In the event of tied bids, ER will contact the concerned parties and provide them the opportunity to offer a new bid amount within a prescribed timeframe.

Pre-authorized Debit Payment

For each successful bid, an invoice will be issued to the BAID that is associated with the debit code provided as part of the sealed bid. The invoice will be both emailed and mailed to the client. The invoice amount will be the total of the first year annual rental and bid amounts. Payment of this invoice will be withdrawn from the invoiced BAID's PAD bank account three days after the Public Offering closing date.

Public Offering Results

The results are normally announced on the Thursday following the offering date and placed on the Subsurface Mineral Rights Public Offerings webpage.
