Pesticide Service Licence

In Saskatchewan, The Pest Control Products (Saskatchewan) Act requires companies or individuals that carry on a business involving the sale, use or application of pesticides (e.g., insect or rodent control in buildings, weed control outdoors around their customers’ buildings) for hire or reward to hold a pesticide service licence.

Pesticide Service Licence Requirements

To qualify for a pesticide service licence, an individual or company must:

  • Employ at least one certified and licensed pesticide applicator. The type of service will be limited to those which the applicator is certified (e.g., landscape, aerial, industrial vegetation).
  • Individuals must be 18 years of age or older).
  • Ensure their employees are licensed according to the Pest Control Products (Saskatchewan) Act and Pest Control Products Regulations, 2015 and have completed an approved training course.
  • Be responsible for activities and actions of their employees in the safe handling, storage and transportation of the pesticides.
  • Provide employees with approved information on procedures for applying, handling, storing and transporting pesticides safely.
  • Licences are not transferable and are issued only to the company or individual as named on the application form.
  • For aerial pesticide application service providers, have insurance covering pesticide drift liability of at least $100,000 coverage for each occurrence. You will be required to provide a copy of the certificate of insurance to the Ministry of Agriculture with your licence application.

If the aerial drift insurance expires or is cancelled during the licence term, you must immediately notify the Ministry of Agriculture. Failure to maintain the required insurance coverage will result in the cancelation of the service licence.

Licence Exemptions

A government, government agency or local authority (e.g., rural municipality, city, town or village) may carry on the business of offering or providing a service in which a pesticide is used or applied without holding a pesticide service licence.

However, if a government, government agency or local authority contracts an independent third party to provide a pesticide application service in their jurisdiction, the third party requires a pesticide service licence.

Record Keeping

Every holder of a pesticide service licence must keep daily records of each operation the business performs that involves pesticide use or application, on forms acceptable to the Ministry of Agriculture. View this sample form for reference of an acceptable form.

Pesticide application records must include:

  1. Name of the person for whom the pesticide was applied.
  2. Location and size of the area where the pesticide was applied.
  3. Year, month, day and time at which the pesticide was applied.
  4. Purpose for which the pesticide was applied.
  5. Common product name of the pesticide applied and the registration number assigned to it pursuant to the federal Act.
  6. Method of application.
  7. Total quantity of or the rate of application of the pesticide applied.
  8. Quantity and method of disposal of surplus pesticide containers.
  9. Details of remedial measures taken to respond to pesticide spills or of the clean-up of pesticide spills.
  10. Meteorological data at the time the pesticide was applied.
  11. Global Positioning System (GPS) records if such a system was used for the application of the pesticide.

Every holder of a pesticide service licence must retain all records for not less than three (3) years from the date of the application.

Best Practices for Service Companies

In addition to keeping proper pesticide application records and ensuring staff are trained to safely handle and apply pesticides, service companies should also:

  • Calibrate and maintain application equipment in good working order.
  • Manage mixing and loading sites to prevent spills.
  • Have emergency response equipment and information available at all locations where pesticide application activities occur.

Apply for a Pesticide Service Licence

The annual fee for a pesticide service licence is $100. The licence expires on December 31 each year. Licence fees will not be pro-rated for a partial year coverage.

Complete and sign the pesticide service licence application form and submit it to the Ministry of Agriculture. Ensure you include any required additional documentation (e.g., certificate of insurance).

Renew a Pesticide Service Licence

The Ministry of Agriculture mails out licence renewal forms to all current licence holders approximately 45-60 days before the licence expiry date. If you did not receive your renewal, contact us at PL@gov.sk.ca or call 306-787-4662.
