Pesticide Licensing Program

The Ministry of Agriculture issues licences to commercial pesticide applicators, pesticide application businesses and pesticide retail vendors through the Pesticide Licensing Program. The Licensing Program supports the safe handling, storage and application of pest control products as required by The Pest Control Products (Saskatchewan) Act and The Pest Control Products Regulations, 2015.

Types of commercial licences under the Pesticide Licensing Program:

  1. Pesticide Applicator Licence - Commercial pesticide applicators that purchase and use restricted or commercial class pesticides in Saskatchewan are required to hold a Pesticide Applicator Licence. A commercial applicator is an individual that applies pesticides for hire or reward.
  2. Pesticide Service Licence - Companies or individuals that conduct pesticide applications as part of their business for hire or reward in Saskatchewan are required to hold a Pesticide Service Licence.
  3. Pesticide Vendor Licence - Retail pesticide vendors that sell restricted or commercial class pesticides in Saskatchewan are required to hold a Pesticide Vendor licence.

Agricultural Producers

Producers are exempt from requiring a pesticide applicator licence unless providing pesticide application services for reward or hire off-farm. A licence is not required to use or apply pesticides on land that the individual owns or rents or is owned or rented by the individual’s corporation. Employees of a farm operation required to apply pesticides as part of their duties are also exempt from requiring a pesticide applicator licence.

Responsibility for the regulation of pesticides in Canada is shared by both the federal and provincial governments. The federal government registers pesticides before they can be imported, manufactured, sold or used in Canada under The Pest Control Products Act (PCPA).

The Government of Saskatchewan regulates and controls the use, distribution, storage and handling of pesticides through The Pest Control Products (Saskatchewan) Act and The Pest Control Products Regulations, 2015.

Under the provincial Act and Regulations, commercial and restricted class pesticides (herbicides, fungicides, insecticides and vertebrate pest control products) are regulated. Home and garden pesticides are classified as domestic pesticides and are exempt from regulation under the Act.
